Windows Security Center Service
%system%\wscsvc.dll

HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\wscsvc
Value Name: Start
Data Type: REG_DWORD
Value Data:
0 = ?
1 = ?
2 = Automatic
3 = Manual
4 = Disabled

Restrictions for the Security Center:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Security Center
REG_DWORDs:
AntiVirusDisableNotify
AntiVirusOverride
FirewallDisableNotify
FirewallOverride
FirstRunDisabled
UpdatesDisableNotify

Values that are defined:
0 = Nonexistent entry (means the Security Center is not restricted)
All other values enable the restrictions. Value mostly used to enable the restriction: 00000001

When doing batch files or reg files to remove the entry(ies) for restrictions, use a negative sign, like this for example:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Security Center]
"UpdatesDisableNotify" =-

This mostly explains the Windows XP Security Center.
