I can sporadically log in as Administrator in Safe Mode for Networking, but not always. I followed all the steps for the program, but when I rebooted, System Tool was still there.

Running Windows XP.

When I try to install another program, VIPRE, I get a message that I do not have the permissions to install, even logged in as administrator.

What should I do next?
