System still safe after system restore? on Sun Jun 05, 2011 11:38 am

Just today I did a system restore to recover from a nasty case of badware. I had the critical hard disk error bug, it controlled my hard drive and kept rebooting my computer itself, in attempt to have me buy phony spyware removal software. So instead of manually removing the bug, I did a system restore. Everything seemed to be back to working order until I tried to access my AVG free edition 2011. It would not open, so I tried to uninstall it so I could re-install. I keep getting an error that says
"Installer initialization failed due to following error:
Error: Initialization of the language file "C:\Program Files\AVG\AVG9" failed.
Initialization of languages failed or files count is zero."
Even though it says this, I looked through my program files and every file for AVG seems to be there. I read up a little bit and a suggestion was to reboot my computer in safe mode and manually remove the program by deleting it. Even then, I am unsure of the origin of the issue and am wondering if this would be the best route of action for re-install? And could any of my other programs be affected in this same way? Please help soon! For as of now I am unprotected from other bad things out there!
Thanks!
