What are "refresh" bugs?
Refresh bugs are considered a dysfunction in the web-page where all the content has shifted and the page looks completely awkward ----- then soon after, you refresh the page and it is back to normal.
What can Twitter do about it?
Re-arrange coding so the page loads faster. What happens when the page loads content, is that refreshing it makes the content attempt to load faster. In this case, causing a complete discombobulation on the page.
Why does it matter?
In efforts to have fast streaming content, Twitter would fail. To speed up content, they would be in better shape.
Who does it affect?
Every Twitter user.
